  • 4 cups water
  • 1 (28 ounce) can diced tomatoes
  • salt and ground black pepper to taste
  • 1 tablespoon chili powder, or more to taste
  • 3 tablespoons ground cumin
  • 6 cloves garlic, minced
  • 1 green bell pepper, diced
