  • ¼ cup (1 ounce) reduced-fat shredded cheddar cheese
  • ½ cup water
  • ¾ pound ground round
  • 2 large green bell peppers, halved lengthwise and seeded
  • Cracked black pepper (optional)
  • Cooking spray
