  • 3 tablespoons tarragon (optional)
  • ¼ cup dry red wine
  • 30 ounces frozen french fries
  • 2 teaspoons cracked black peppercorns
  • 2 tablespoons unsalted butter
  • ½ cup water
  • Dijon mustard
  • + 2 more ingredients
    • 1 tri-tip beef roast (also called triangular roast)
    • 3 tablespoons vegetable oil, divided
