Chili Chicken Wings

- 6 tablespoons Chinese plum sauce
- 1 tablespoon hoisin sauce
- 3 tablespoons fresh ginger
- 1 teaspoon salt
- 30 chicken wings (tips removed)
- 2 tablespoons cilantro
- 1 cup sugar

- 2 tablespoons fresh red, jalapeño or serrano chili, with seeds
- 1 tablespoon cornstarch
- 1 ½ cups rice or cider vinegar
