  • ¼ cup milk
  • 2 cups flour
  • 1 tablespoon dried tarragon
  • 2 tablespoons salt
  • 1 tablespoon ground ginger
  • 2 tablespoons ground black pepper
  • 1 tablespoon dry mustard powder
