  • 2 ¾ cup nonfat milk, divided
  • ¼ teaspoon salt
  • ½ to 1 teaspoon white pepper
  • 1 tablespoon butter
  • 3 tablespoon reduced-fat cream cheese (1/3 less fat)
  • 1 tablespoon canola oil
  • 1 tablespoon butter
  • + 6 more ingredients
    • 4 skinless chicken breast halves, bone in (about 1 1/2 pounds raw with bone)
    • ¼ teaspoon garlic powder
    • ½ teaspoon black pepper
    • 3 teaspoon chicken bouillon granules (not chicken base)
    • 1/3 cup flour
    • 4 to 6 red potatoes with skin (about 1 pound)
