Ingredients

  • 2 medium leeks
  • ¼ teaspoon black pepper
  • 1 Turkish or 1/2 California bay leaf
  • 2 cups whole milk
  • 1/3 cup all-purpose flour
  • 2 medium carrots
  • ¼ cup unsalted butter
