  • 4 2-inch fresh hot Thai chiles
  • 2 tablespoons ginger
  • ½ cup cilantro
  • 1 ½ tablespoons peanut or vegetable oil
  • ¼ cup water
  • 1 teaspoon soy sauce
  • 1 teaspoon rice vinegar (not seasoned)
  • + 2 more ingredients
    • 4 garlic cloves
    • 1 chicken (about 3 1/2 pounds)

Fit a large steamer rack inside a large wide pot. Add enough water to reach within 1/2 inch of bottom of rack. Bring to a boil.
