Chipotle-Lime Roast Chicken with Tomatillo Sauce

- 1 teaspoon chipotle chile powder
- 1 teaspoon grated lime rind
- ¾ teaspoon salt, divided
- ½ teaspoon ground cumin
- 4 garlic cloves, minced and divided
