Herb Roast Chicken

Ingredients
- 1 lemon, halved
- 1 (4 1/2-pound) whole roasting chicken
- 2 teaspoons chopped fresh rosemary
- 2 tablespoons butter, softened
- ¾ cup water
- ¾ teaspoon freshly ground black pepper, divided
- 2 tablespoons minced shallots
