Ingredients

  • 1 teaspoon chili powder
  • ¼ teaspoon freshly ground black pepper
  • 2 cups vegetable broth
  • Sliced green onions (optional)
  • 1 cup water
  • 1 tablespoon olive oil
  • ½ cup diced celery
