Boxty (Irish Potato Pancake)

Ingredients

• 1 to 2 tablespoons unsalted butter, cut into small pieces
• ¼ teaspoon freshly ground black pepper
• ¹/₃ cup all-purpose flour
• 1 large egg
• 1 ¼ teaspoons fine salt, plus more for seasoning the potatoes before cooking
• ¾ cup whole milk
• 2 pounds (3 to 4 large) Yukon Gold potatoes, peeled
