  • 5 cloves garlic
  • 1/3 cup grated Parmigiano-Reggiano

  • 2 (10-ounce) packages frozen chopped broccoli (do not thaw)
  • ¼ teaspoon hot red-pepper flakes
  • 1 cup water
  • 1/3 cup extra-virgin olive oil
