Broccoli with Orecchiette

Ingredients
- 5 cloves garlic
- 1/3 cup grated Parmigiano-Reggiano

- 2 (10-ounce) packages frozen chopped broccoli (do not thaw)
- ¼ teaspoon hot red-pepper flakes
- 1 cup water
- 1/3 cup extra-virgin olive oil
