Ingredients

  • Kosher salt
  • ¼ cup olive oil
  • 1 ½ tablespoons chopped garlic (3 to 5 cloves)
  • 1 tablespoon chopped fresh flat-leaf parsley
  • 1/8 teaspoon hot red pepper flakes
  • ¼ cup extra-virgin olive oil
  • Sea salt, for garnish
