Cherry Upside-Down Cake

- 1 ½ tablespoons powdered sugar
- 1 cup chilled whipping cream
- ¼ teaspoon cream of tartar
- ½ cup whole milk
- 1 ½ teaspoons vanilla extract
- 2 large eggs, separated
- ½ cup (1 stick) unsalted butter, room temperature

- 1 ½ cups all purpose flour
- 14 ounces cherries, halved, pitted
- ¾ cup (packed) golden brown sugar
- ¼ cup (½ stick) unsalted butter
