Corn Pudding with Scallions and Red Pepper

- 4 large eggs
- 1 ½ cups heavy cream
- 2 tablespoons sugar
- 4 tablespoons unsalted butter, melted
- 2 tablespoons all-purpose flour
- 2 teaspoons baking powder
- 1 ½ teaspoons salt
