Cranberry-Apple Cobbler with Cinnamon Biscuits

- 2 cups all-purpose flour
- ¾ cup buttermilk
- 1 teaspoon baking powder
- ½ cup sliced blanched almonds
- 3 tablespoons all-purpose flour
- 1 ¼ cups sugar, divided
