Crispy Garlic Risotto Cakes


  • ½ cup dry white wine
  • 2 teaspoons olive oil
  • All purpose flour
  • 1 cup arborio rice
  • ¼ cup freshly grated Parmesan cheese
  • 2 tablespoons fresh parsley
  • 4 cups water
  • + 3 more ingredients
    • ¼ cup onion
    • 4 tablespoons butter
    • 14 whole garlic cloves

Preheat oven to 375°F. Toss garlic cloves with 2 teaspoons olive oil in small baking dish. Cover with aluminum foil. Bake until garlic is tender, about 30 minutes.
