  • 1 large garlic clove
  • 3 tablespoons extra-virgin olive oil
  • 1 tablespoon tarragon
  • 3 tablespoons chives
  • 1 ½ cups water
  • 1 ½ pound fingerling potatoes such as Russian Banana

Peel potatoes and halve lengthwise.
