Grandma's Sugar Cookies

Ingredients

• 1 teaspoon cream of tartar
• ¹/₈ teaspoon salt
• 1 teaspoon baking soda
• 4 cups all-purpose flour, divided
• 1 teaspoon vanilla
• 2 eggs
• 2 cups sugar
• + 2 more ingredients
• • 1 lb margarine
  • 1 lb butter or 1 lb margarine
