Green Onion Cakes

Ingredients

• 2 teaspoons vegetable oil
• 1 bunch green onions, finely chopped
• salt and pepper to taste
• 2 tablespoons vegetable oil
• 1 ¼ cups boiling water
• 3 cups bread flour
