  • ¼ cup soy sauce
  • 3 tablespoons sugar
  • 2 red jalapeños
  • 1 1 1/2-pound flank steak
  • ¾ cup green onions

    • 3 tablespoons seasoned rice vinegar
    • 5 tablespoons vegetable oil
    • 5 cups Napa cabbage
