  • Whole anchovy fillets (optional)
  • 2 garlic cloves, minced
  • 2 tablespoons minced fresh parsley
  • 1 tablespoon extra-virgin olive oil
  • 3 tablespoons sherry vinegar or red wine vinegar, divided
  • 1 ½ pounds small red potatoes (about 15 potatoes)
  • ¼ teaspoon black pepper

    • 3 tablespoons finely chopped bottled roasted red bell peppers
    • 4 canned anchovy fillets, finely chopped (about 1 ounce)
