Honey Vanilla Rice-Pudding Crème Brûlée

Ingredients

• ½ cup heavy cream
• ¹/₃ cup long-grain rice
• ²/₃ cup water
• 2 cups milk
• 1 vanilla bean
• 2 large whole eggs
• 3 large egg yolks
