Lamb Chops with Herb Vinaigrette

- 1 teaspoon Dijon mustard
- 1 tablespoon finely chopped fresh mint
- 1 ½ teaspoons lemon juice
- ½ teaspoon black pepper
- 1 tablespoon finely chopped pimiento
- 2 tablespoons finely chopped shallots
- 1 ½ teaspoons extravirgin olive oil

- 1 ½ tablespoons water
- 1 ½ tablespoons finely chopped fresh flat-leaf parsley
