  • 2 ¾ cups all-purpose flour
  • 1 tablespoon grated lemon rind
  • 2 tablespoons fresh lemon juice, divided
  • 2 teaspoons baking powder
  • 1 tablespoon vegetable oil
  • Cooking spray
  • 2/3 cup powdered sugar
  • + 3 more ingredients
    • 1 cup sugar
    • 3 large eggs
    • 1 tablespoon lemon extract

Preheat oven to 350°. Lightly spoon flour into dry measuring cups; level with a knife. Combine flour, sugar, and baking powder in a large bowl.
