  • 3 ¾ cups water, at room temperature
  • 1 ½ teaspoons ground cinnamon
  • 1 ½ teaspoons anise seeds
  • 1 ¾ teaspoons baking powder
  • + 4 more ingredients
    • 2 teaspoons kosher salt
    • 4 ½ cups masa harina, such as Maseca
    • 1 ½ cups golden raisins, also known as sultanas
    • 35 corn husks
