Mock Apple Pie IV

Ingredients

• 2 cups water
• 1 ¼ cups white sugar
• 2 teaspoons cream of tartar
• 28 buttery round crackers
• 1 teaspoon ground cinnamon
• ¼ teaspoon ground nutmeg
• 1 tablespoon butter
