Morels in Wild Rice and Chives

  • 2 ½ cup(s) morel stock or water
  • 1 ounce(s) dried morel mushrooms
  • black pepper or garlic pepper to taste
  • 3 tablespoon(s) to 4 tablespoons fresh chopped chives (divided)
