Pasta Wheels and Cheese

Ingredients

• Salt
• 1 pound rotelle pasta (wagon wheel)
• 3 cups milk
• 3 tablespoons unsalted butter
• 3 tablespoons all-purpose flour
• Freshly ground black pepper
• Pinch of cayenne pepper
