  • 1 tablespoon vegetable oil
  • 1 fresh jalapeño chile
  • 1 14- to 15-ounce can refried pinto beans
  • Corn tortilla chips
  • ¾ cup water
  • 1 teaspoon sweet paprika
  • 2 cloves garlic
