  • ¾ cup milk
  • ¼ tsp. freshly ground black pepper
  • 1 Tbs. all-purpose flour
  • 1/3 cup grated Parmesan; more for garnish
  • 10 oz. dried rotelle (about 4-cups)
  • 1 cup sour cream
