Rich Chocolate Soufflé Cakes with Crème Anglaise

- 2 ounces semisweet chocolate, chopped
- ½ cup water
- ½ cup Dutch process cocoa
- 1 ounce unsweetened chocolate, chopped
- 1/8 teaspoon salt
- 1/3 cup sugar
