  • 2 large yellow bell peppers
  • 10 tablespoons extra-virgin olive oil
  • ¼ cup Champagne vinegar
  • 3 pounds fingerling potatoes
  • ¼ cup fresh chives
  • ¼ cup fresh basil
  • ¼ cup shallots
