Scallion Potato Pancake and Smoked-Salmon Sandwiches

- 2 pounds russet (baking) potatoes
- ½ cup crème frache or sour cream
- 2 tablespoons capers
- ½ small red onion
- ¾ pound sliced smoked salmon
- 2 ½ tablespoons unsalted butter
- 5 tablespoons vegetable oil
