  • ½ cup scallion greens
  • 5 tablespoons vegetable oil
  • 2 ½ tablespoons unsalted butter
  • ¾ pound sliced smoked salmon
  • ½ small red onion
  • 2 pounds russet (baking) potatoes
  • 2 tablespoons capers
