Sesame-Crusted Tuna with Ginger-Peanut Rice

- 2 teaspoons bottled minced fresh ginger

- 1/3 cup sesame seeds, toasted
- 2 tablespoons sliced green onions
- 3 tablespoons low-sodium soy sauce, divided
