Spiced Lamb and Vegetable Kebabs with Cilantro-Mint Sauce

- 2 garlic cloves, minced
- 1 small jalapeño pepper, seeded and minced
- 1 ½ teaspoons ground cumin
- ½ teaspoon salt
- ½ cup cilantro leaves

- 16 (2-inch) pieces yellow bell peppers
- Sauce:
- 2 tablespoons water
- Cooking spray
- ¼ teaspoon ground cumin
- 1/8 teaspoon salt
- 1 garlic clove, chopped
- 1 ½ teaspoons ground coriander
- 2 teaspoons grated peeled fresh ginger
- ¼ cup mint leaves
- 16 cherry tomatoes
- 1 (1-pound) boneless leg of lamb, trimmed and cut into 1-inch pieces
