Ingredients

  • 3 tablespoons soy sauce
  • 3 tablespoons soy sauce
  • 1 tablespoon minced garlic
  • 2 teaspoons minced fresh ginger
  • ¾ cup thinly sliced green onions (including green tops)
  • ½ teaspoon hot chile flakes
  • 8 ounces dried bean thread noodles (see "Four Types of Noodles," below)

    • 2 teaspoons vegetable oil
    • 3 tablespoons balsamic vinegar
    • 2 teaspoons sugar
    • 12 ounces bay scallops, rinsed
    • 1 red bell pepper (8 oz.)
    • 8 ounces Chinese long beans or slender green beans
