Succotash-Cheddar Casserole with Crunchy Bacon Topping

Ingredients

• 1 ¹/₃ cups 1% low-fat milk, divided
• ¼ teaspoon freshly ground black pepper
• 15 reduced-fat round buttery crackers (such as Ritz), coarsely crushed
• 2 cups frozen baby lima beans
• 3 bacon slices
• 2 garlic cloves, minced
• 2 ½ tablespoons all-purpose flour
