Thai-style Beef Salad over Angel-Hair Pasta

  • 1 teaspoon salt
  • ¼ cup lime juice (from about 2 limes), plus 1 lime, cut into wedges, for serving
  • 1 jalapeño pepper, seeds and ribs removed, minced
  • ½ pound angel hair or other thin pasta
  • ½ cup sliced almonds
  • 4 scallions including green tops, chopped
  • ¼ cup Asian fish sauce (nam pla or nuoc mam)*
  • + 5 more ingredients
    • 3 tablespoons Asian sesame oil
    • 1 cup coarsely chopped fresh mint
    • 1 teaspoon minced fresh ginger
    • 1 ½ pounds ground beef
    • 2 tablespoons cooking oil
