  • 1/3 cup old-fashioned rolled oats
  • 1 cup whole-wheat flour
  • ¼ cup wheat germ
  • 1 teaspoon caraway seeds
  • 1 cup unbleached all-purpose flour
  • 14 tablespoons unsalted butter
  • 1 bunch fresh chives
  • + 4 more ingredients
    • 1 teaspoon salt
    • 1 ½ teaspoons baking soda
    • 18 tablespoons buttermilk
    • ½ pound thinly sliced smoked salmon

Preheat oven to 400°F. Whisk together flours, oats, wheat germ, baking soda, salt, and caraway seeds in a large bowl.
