Salmon with Lemon-Pepper Sauce and Watercress-Herb Salad

- 6 6-ounce salmon fillets
- 5 teaspoons olive oil
- 2 tablespoons honey
- 2 tablespoons shallot
- 1 teaspoon finely grated lemon peel
- 6 lemon wedges
- Fleur de sel

- ¼ cup fresh tarragon leaves
